There are also records in the Old Testament that suggest that lotteries were already in existence in ancient times. In the Old Testament, Moses instructed the people of Israel to conduct a census and distribute a portion of the revenue to the poor. In the Roman Empire, emperors also used lotteries to distribute property and slaves to the poor. However, the European version of the lottery was not widely accepted until the late 18th century, when ten states banned the practice.
